NEWS MAKER President Boris Yeltsin. Tells World Russia Should Be Respected PRESIDENT Boris Yeltsin took the opportunity of World War Two Victory Day celebrations on Monday to warn the world to respect Russia and to tell his political opponents at home to unite with him to preserve peace. "Victory Day was perhaps the happiest day in the 20th century and it was courageous Res Army soldiers who brought this happi- ness to the world," Yeltsin said, adressing a grand rally at Mos- cow's war memorial. "Everyone should remember that Russia should be addressed with all respect," he added. "It would not accept any other la- nguage from any country in the world." Yeltsin was speaking to tens of thousands of Muscovites, who defied bad weather to show up at the half-built Soviet-era memo- rial for the show, which included an air Gragory Pyatchenko, 75, a veteran of the Battle of Stalingrad, referring to the tricolor that has replaced the red banners of the Communist past. "We fought under different banners and I don't think it's ap- propriate to replace them just like that. Yeltsin has failed to persuade key political opponents, inclu- ding Comunists as well as some liberal and centrist parties, to join a civil accord pact he introduced last month to stop violence returning to Russian politics. Plans of Yeltsin' foes Many of Yeltsin's foes do not hide their plans to challenge his power soon. Former vice-president Alexander Rutskoi predicted Yeltsin's government would be out of power by the time of next year's 50th anniversary Victory Day celebrations. "The 50th anniversary of the victory over fascist Germany will be celebrated in completely different conditions," Ekho Mosky radio quoted him as saying. "The police, anti-people regime will no longer exist." Only a few thousand people turned up at the opposition rally spearheaded by Rutskoi, who was imprisoned for his leading role in an anti- Yeltsin mutiny in Moscow last October and released under a par- liamentary amnesty in February. Addresing the official rally, Yeltsin reminded his people the Soviet-era purges launched before the war by dictator Josef Sta- lin had failed to destroy the unity of the people. "We were united in the great war. We can be united now in civil peace," Yeltsin said. "Let those who want to ruin the civil peace remember Abkha- zia and Nagorno-Karabakh," he added in a reference to bloody regional conflicts inherited from the ex-Soviet Union. (Reuter). ANC leader Nelson Mandela was unanimously elected as South Africa's first black presi- dent by members of parliament who won seats in last month's historic all-race elections. Mandela, the 75-year-old champion of democracy who spent 27 years in prison for his fight against racial segregation, will be sworn in on Tuesday in the administrative capital Pretoria before a world audience. Parliament met at 11 a.m. (0900 GMT), members were sworn in batches of 10 and Man- dela was elected to ecstatic ap- plause at 12.14 p.m. (1014 GMT). The African National Cong- ress won 252 seats in the 400-seat assembly in the elec- tions. The National Party of F.W. de Klerk, Africa's last white pre- sident and the man set the coun- try on the road to democracy four years ago, took 82 seats. The session in the colonial splendour of Cape Town set the final seal on white domination which began with the arrival in Table Bay of the first European settlers in 1652. The city became the cradle for white colonisation of southern Africa. First Democratic Parliament The first democratic parlia- ment was called into session with a prayer which reminded mil- lions of South Africans watching on television just what it all meant for them: "For the first time in history we have a gover- nment of the people, by the peo- ple, for the people." Capetonians of all colours gat- hered around television sets in offices, homes and shops, many unable to contain their emotions. "Our first non-racial parlia- ment," cried one, embracing a mixed-race friend who respon- ded, tears in her eyes: "Now my son can be president." Mandela, about to scale the pinnacle of a lifetime of struggle against white rule -- including al- most 20 years on Robben Island penal colony in Table Bay just off Cape Town -- set a tone of racial and political reconciliation when he strode into the chamber to a standing ovation.
