Those who have watched his progress with a mixture of amu- sement and despair over the years have never given up hope that he will tie up the country's fractious ends and restore a peace that is unknown to all but the oldest Cambodians. On Thursday their hopes took a step towards being fulfilled when, in a typically all-encompassing move, he assumed all the highest offices in the land. Sihanouk said the heads of both main parties in last week's U.N. run elections, one of them his son Ranariddh, had endorsed his latest step into the limelight. Bundled on to a Chinese jet to go Beijing in January 1989 as the radical communist Khmer Rouge government collapsed in the face of invading Vietnamese troops, he did not return to Cam- bodia until late 1991 after all four of the country's warring fac- tions signed a peace agreement in Paris. For most of his time in exile he headed the coalition of querrilla groups, including the Khmer Rouge, that sweated blood to di- slodge the Hanoi-backed government of Hun Sen. Now he is heading a government with Hun Sen as his number two, and appears to have given up hopes of pulling the Khmer Rouge in to a coalition of reconciliation. The 70-year-old prince, still impish, irrepressible, baby-faced and bubbly, has been the pivot of Cambodian politics since the French crowned him king in 1941 when he was 18, assuming him more malleable than other candidates for the throne. He proved them wrong when he led Cambodia to independence 12 years later. In 1955, realising he could exert more power as a politician than a king, he abdicated, swept national elections, and ruled for the next 15 years with a unique brand of personal populism that tried to unite Buddhism, socialism and democracy. He repeated the abdication trick in 1991, leaving his son Rana- riddh to head his royalist party while he was voted head of state by all factions, honorary guardian of the country's well-being in the tortured run-up to last week's elections. "His exercise of power was so extraordinary that he came to personify his country and its policies abroad as well as at home," wrote historian William Shawcross. "He was vain, a petulant showman who enjoyed boasting of his sexual successes. He would not tolerate criticism or dissent, and he treated his aides as flunkies.." A self-confessed playboy in his youth, with a considerable ap- petite for fast cars, good wines, women and song, Sihanouk re- mains a bon viveur. SABTU, 5 JUNI 1993 Bali Post U.N. Council Moves To Protect Bosnian Moslem Enclaves United Nations - The U.N. Security Council votes on Friday to reinforce six "safe havens" for Bosnia's Moslems with heavily-armed troops despite outright scepticism by several members that the plan will stop Serb advances. France, Britain and Spain, the chief promotors of the resolution, hope at least 5,000 additional troops can be found to protect ca- pital Sarajevo and then towns of Tuzla, Zepa, Srebrenica, Gorazde and Bihac. Currently 9,000 U.N. troops are in Bosnia, some of whom will be redeployed to the safe areas, aimed at guarding Moslem civi- lians and limiting Bosnia Serb gains. But the new troops are to ope- rate under a wide-reaching man- date that would enable them use force, backed by air power, to de- fend the safe areas. "This resolution is not a magic weapon," Britain's Ambassador Sir David Hannay said. "It isn't going to cast a mantle over the safe areas the minute after it is adopted. "But it does represent a clear step in the direction of making the safe areas safer than they are now." The plan is fraught with diffi- culties in supplying the U.N. with heavy weapons and overri- ding the opposition of both's Moslem-led government and the Serbs. Although the resolution has more than enough votes, a bitter debate over the past two weeks has shattered much of the unity in the Security Council, pitting Third World and Islamic states against the big powers. One problem has been reluc- tance by the United States, a sponsor of the resolution, to give more than lukewarm backing or play up any air support it might provide. U.S. diplomats admit they have left most of the lob- bying and cajoling to France and Britain. The safe areas reslution is the centrepiece of the "joint action programme" agreed to by the United States, Britain France Russia and Spain in Washington on May 22 in an effort to display allied unity. The United States attempted to get agreement on arming the Moslem-led government, which Europeans rejected on grounds it would provoke a proliferation of weapons among all factions.
