Youth turned away from agriculture to the making of paintings, carvings and jewels. Urbanisation was slowed and the traditional structure of villa- ges preserved. Added to a policy of state sponsorship of the arts during the governorship of I.B. Mantra, the money of tourism seemed to bring to Bali the means to carry its unen- ding cultural fantasies. Bali continued being a dreamlike so- ciety where every citizen-villager is a willful actor of cultural beauty. But the golded age is gone. Constant addition of tourists, and the ever increasing inflow of invested capital is shattering the very basis of Balinese society. Fifteen years ago, it was not rare for balinese villagers to freely give and take land. Land was then only one of the many elements of social exchange. It has now become a speculative commodity, with dire consequences on the social equilibrium: wooden shacks are springing next to luxurious villas. While booming, Bali is also discovering the ugly scars of under development. Changing patterns in land ownership could as well shatter the basic institutions of Balinese society: the territorial village and the kingship group. With the dissapearing of collective land ownership of these groups, social and religious bonds will ultimately lessen, possibly setting off the unraveling of Baline- se social fabric and the collapse of its religious and cultural systems. The problem of land underlines also a basic change in the use of land. Balinese environment is changing at an unchecked pace. Nusa Dua was to be a tourist resort isolated from the city of Denpasar by a green belt. What we have instead is a spraw- ling urbanisation that makes the tourist destinations of Gia- nyar and Tabanan more and more difficult of access. The class structure of bali is also changing. Bali is now importing most of its underclass and its bourgeoisie. The for- mer consists mostly of the trucloads of cheap labor coming from the poorest areas of East Java to work on the balinese construction sites. The balinese, well-protected behind the wall of their big compounds are just not ready nor willing to compete for the salaries given. The latter, on the opposite side of the social divide consists in the ownerw of capital invested in Kuta, Sanur and even Ubud. These social changes bring in turn changes in the ethnic distribution of the population, with ever deeper consequences on religious life and lingustic practice. There is also, we do not forget it, the impact due to the direct contact with foreign ways. It was where Balinese were the most worried, seing free sex, AIDS and prostitution at theyr very door. But although there are changes in the personal and sexual behaviour of Balinese youth, what was feared did not happen. Balinese women, naturally proud, are not for sale, and Bali is not becoming the next Bangkok. But what will happen in twen- ty years if the society is shattered in the very roots of its traditional life? Many of the changes we talk about are unavoidable. They are part of development and of nation-building. Modern Bali- nese themselves want to be members of the international eco- nomic environment as they are willful participants of Indo- nesian nationhood. Although unavoidable, change should be allowed to slow down. We should keep in mind that one of the keys to the balinese "miracle" is that everyone is a full participants of the village social life. If the balinese have a say at the level of their village, they should also have a say in the global evolution of their society. Let them determine the pace of their social change. After all, tourists in Bali have long been the balinese's guests. Figures adding, they are becoming visitors. But who wants tourist to become disrupting intruders ? But, Dr. Waspada, the Bishop of the Balinese Church, himself a native of Belimbingsa- ri, seems to be prepared for ac- tion. He is taking on steps to al- leviate the problem of lethargy in the village. Belimbingsari is being prepared as a tourist des- tination. If Dr. Waspada's idea proves feasible, the future of Palasari, a sister village of Belimbingsari, allotted to Balinese who adop- ted, the Catholic faith in the past, could be improved. Like- wise, the former has undergone the same problems and desea- ses as the latter. A syndrome of modernity?.
