NEWS MAKER inta Billy Payne Defends Atlanta, Maskot ATLANTA Olympic Committee Presiden Billy Payne shakes hands with Whatizit the mascot for the Olympic summer games in Atlanta 1996, August 11. Payne and Whatizit arrived Tuesday at the Atlanta International Airport from Barcelona, Spain. Two days after the close of the Barcelona Olympics, the presi- dent of Atlanta's 1996 Olympic organising committee on Tuesday defended his city and the design of an amorphous, computer- generated character as the 1996 mascot. In an news conference on his return to Atlanta, Billy Payne said Atlanta, barely 100 years old, will not look drab next to the splendors of Barcelona. "We don't have the Mediterranean Sea. We don't have Mont Quic. But we have -- and everybody who visits Atlanta speaks very highly of it -- geographical beauty. Atlanta is the most hea- vily forested large city in America. And we're proud of our city," Payne said. Asked if Atlanta is a city which has no soul, Payne said; "That is a preposterous, uninformed allegation. Atlanta has a better demonstrated soul than any city I'm aware of." Payne said criticism of Atlanta's Olympic mascot a multico- loured computer-generated "morph" with a blue body, oversized sneakers and lighting-bolt eyebrows -- was expected. After the mascot was revealed on Sunday night at the closing ceremonies in Barcelona, an opinion poll showed a majority of Atlantans disliked the mascot. "Some people criticised our original logo. Some people critici- sed our new logo," Payne said. He said the Atlanta Committee for the Olympic Games had sold 3,700 T-shirts during the first two hours after they went on sale on Monday. "We don't have to defend it. It is our mascot. We're going to present it to the world," Payne said. (Rtr). Halaman 10 Bali Post Sri Lankan Budget Under Pressure Colombo- Sri Lanka's budget is under pressure from rising defence spending, refugee care and politically-motivated welfare programmes, a senior government official said. "We can't keep to targets with this kind of unexpected expenditure," the official, who declined to be named, told Reuters in a recent interview. He said defence spending was ex- pected to rise to 18 or 19 billion rupees ($430 million) this year from a projected 15.3 billion ru- pees ($340 million) and 16,7 bil- lion ($370 million) last year. He could not say how much had been spent so far. For the past nine years, Sri Lankan troops have been bat- tling Tamil querrillas deman- ding a separate state in the north and east for the 2.5 million Tamil minority community. Last week, a local newspaper reported that the government turned down a request for at least six C-130 Hercules transport pla- nes for the airforce due to the lack of funds. The official said that the cost of caring for Sri Lankan Tamils, re- turning home after fleeing to In- dia to escape ethnic fighting, was also not budgetted for. So far, 23,000 have returned. "We have to find the money for this," he said. The Rehabilitation Ministry Music And Travel says it needs 66 million rupees ($1.5 million) to care for the re- turnees. This is apart from the cost of looking after about one million people who have been di- splaced because of the domestic unrest. It said that the United States, Canada and France have promi- sed a total of $1 million for the programme. Additional burden The government official said that politically-motivated pro- grammes like one announced last month to help the poor and the distribution of free school uni- forms were an additional burden to the treasury. "We need to find three to four billion rupees ($68 million to $90 million) for this. From where we will get it, I don't know," he said. Last month, the government said 121,000 poor families would be entitled to 250 rupees ($5.60) a month per family under a scheme designed to help the poor. This is in addition to other wel- fare handouts. Political analysts said the plan was proposed by President Rana- singhe Premadasa with an eye on local elections next year. "Premadasa has projected himself as a populist president working for the benefit of the poor because that is where his support lies," one analyst said. The government official said that given these extra costs "it is not a year where we can stick to budget targets." English Corner He said spending would exceed the estimated 1992 budget of 156.6 billion rupees ($3.5 billion) despite the government trying to meet the shortfall with additio- nal revenue from increased taxed on cigarettes and liquor. This year's estimated budget deficit is 69.6 billion rupees ($1.6 billion) against actual 1991 bud- get and deficit of 154.1 billion ($3.6 billion) and 67.3 billion ($1.5 billion). (Rtr). Dance As A Social Event (Part II) DANCE in Bali is the ultimate social event. If there is an arja opera dance or a sendratari ballet at the occasion of a temple festi- val, all other activities come toa stand still. Everyone at the vil- lage come to the show and to the night market held near the temple. Houses are emty, except for the occasional lovers, who know they are safe in the emptied houses. It should be mentioned here that this traditional Balinese perfor- ming stage was the model on which Antonim Arthaud built his theory of modern theater, which negates the separation of specta- tors and actors. Spectators are informally, yet tightly hierarchized: children sit on first rows, all together, hud- dling against each other; they usually doze and wake up only when the clowns come out. Old women and families sit be- hind the children. In the back rows, usually standing, are they youth, gilrs in front, boys in the back. These youth attend the show as much to look for a girl or they are restively on the chase, people whose culture remains prowling at a short distance in only that of dance and theater. their own groups of two or three; The high resilience of this me- once every few minutes, they ap- mory of dance and teaching by proach, supposedly to get closer to the stage, but actually to get nearer to the girls; a quick pinch, a few words and the message gets across. When the Rhine-Danube ca- nal, linking Europe's two mighty rivers, opens next month he will have the chance to go all the way to the Black Sea. But Van Dasler doubts if he will make the trip at least not yet. "There is no point my going to eastern Europe. I don't think there will be money to be made there for many years," he said. The Myra is a real workhorse. It has to run night and day to make money - Van Dasler paid three million guilders ($1.8 mil- lion) for it. A Rhine barge is a rather ungainly, virtually submerged vessel, lacking the grace of a yacht or the majesty of a super- tanker. But it has a certain something. (Rtr). Tokyo- A small Japanese building company lost almost half its staff when a sightseeing helicopter crashed outside Beijing, officials said on Wednesday. Of the 20 staff of Toyo Kasetsu Kogyo, 17, aged from 19 to 54 and including the president and ma- naging director, were on board the helicopter, which crashed near the Great Wall on Tuesday afternoon. Eight of the 17 survived and are in hospital, a Japanese fo- reign ministry official said. The firm's president and managing director are not among survivors, he said. The Japanese embassy in Bei- jing said at least 16 people died in the crash. As well as the 17 Japa- nese tourists on board there was Yugoslav And Nazi Camps Not Comparable Vienna - Veteran Nazi-hunter Simon Wiesenthal rejected comparisons between detention camps in Bos- nia and World War Two Nazi con- centration camps on Tuesday, saying they trivialised Nazi Ger- many's treatment of Jews." "To call the camps "concentra- tion camps" is a minimisation of Nazi concertration camps, be- cause not even the (Soviet) gulag camps could be compared with the Nazi camps," Wiesenthal told Reuters from his Vienna-based Jewish Documentation Centre. "It trivialises the Nazi camps, just like when one calls somet- hing that happens "a Holocaust" at the first opportunity," he added. Wiesenthal, 83, has helped bring over 1,100 Nazi war crimes suspects to trial for their role in the killing of an estimated six million Jews during World War Two. Shock Headlines Shock headlines referring to concentration camps in Bosnia appeared around the world after journalists and aid workers re- ported scenes of emaciated and frightened people peering through barbed-wire fences from internment camps. Bosnian Moslems say Serbs are keeping more than 130,000 prisoners in 100 camps and claim 17,000 have been killed. Serbs who deny the figures and charges of cruelty and kil- lings list more than two dozen alleged Moslem camps where they say more than 6,000 Serbs have been killed. While rejecting comparisons with infamous Nazi concentra- tion camps such as Auschwitz, Treblinka and Dachau, Wiesen- thal said human rights abuses in detention camps in the former Yugoslavia could escalate. "When the foundation is ha- tred and that is the foundation on all sides in this war -- then one can't predict how it will end," he said. Wiesenthal, who spent four and a half years in German con- centration camps during World War Two, also criticized the West for blaming only the Serbs for human rights abuses. First Refugees "The first refugees (in the Yu- goslav conflict) were the 40,000 Serbs who fled Croatia after a constitutional amendment defi- ned them as a minority," said Wisenthal. He said Serbs themselves had legitimate fears following the kil- ling of hundreds of thousands of their people under the Croatian Ustascha regime, a fascist pup- pet government set up by pro- Nazis in World War Two. Wiesenthal also rejected Serb suggestions that Nazi concentra- tion camp survivors make inspec- tions of Serb-held camps to deter- mine if the Nazi comparisons are accurate. "That wouldn't lead to anyt- hing. It's just an attempt to gain extra time by those making the offer," said Wisenthal. "One would have to see all the camps, not just the ones they want to show, and that would take weeks during which time the war would continue," he ad- ded. (Rtr). a Japanese tour agent and six Chinese, including the crew and a accompanying guide. NHK public television said re- latives of the employees of the construction company, were to leave for Beijing on Wednesday. China has become a popular Japanese tourist destination this year because of strong promotion campaigns and its cheapness compared to Europe or the Uni- ted States, during an economic slowdown in Japan. In 1989, the year of a Chinese military crackdown on student- led protest, only 360,000 Japa- nese visited China. But the num- ber nearly doubled to 640,000 in 1991. Beijing's Swan Tourist Com- pany arranged the trip in the Soviet-made Mi-8 helicopter. The cause of the crash is still unknown. "It is popular now to hire heli- copters to tour China to get a bet- ter view of mountain peaks and the landscape," an official of the Transport Ministry's travel agency division said. The last serious accident invol- ving Japanese tourists in China was in 1988, when more than 25 high school children died in a train accident during a school trip to Shanghai.
