Addressing the Toky Conference on Assistance to the New Independent States, Shokhin signalled that Russia was prepa- red to take a conciliaory stance on a proposed new aid coordina- tion plan. Before the two-day meeting, Japanese officials said they ex- pected Russia to object to a plan to have the World Bank super- vise aid to former Soviet republics in the form of Country Consul- tative Groups The groups, to be set up on a country-by-country basis, would aim at efficiency in offering assistance over a longer period of time. "We feel there is a necessity for better coordination of technical aid from the donor side," Shokhin said in a speech to delegates from 70 countries and 20 international organisations. "The Russians agree that the World Bank play a role in organi- sing main donor countries into consultative groups to help with structural reforms and technical assistance for Russia," he said. Shokhin said that Moscow's newly created agencies to coordi- nate international aid would be a support for a proposed consul- tative group on Russia. (Rtr).
