NATO sources said enforcement plans were ready following the U.N. Security Council resolution on Wednesday which authorised military intervention for the first time in the former Yugoslavia, approving the use of force to shoot down planes. A meeting of the 16 NATO na- tions in Brussels is expected, pro- bably on Friday, to refine the plans and give final approval. The operation will be run from a NATO air headquarters at Vi- cenza, northeastern Italy, and would probably include between 50 and 100 fighters from the Uni- ted States, Britain, France and perhaps the Netherlands, the sources said. "The major nations in enforce- ment will be the key members from NATO and the U.N. Secu- rity Council -- the U.S., France and Britain," said one alliance source. "That makes good political and military sense. It will mark a turning point in the history of the 16-nation North Atlantic Treaty Organisa- tion (NATO), which has been li- mited to the defence of its mem- ber states since it was set up in power. The U.N. resolution is inten- ded to apply pressure on the Bos- nian Serbs, the only party to re- fuse to sign all parts of a peace plan drafted by mediators Cyrus Vance and Lord Owen and endor- sed last week by the Bosnian Moslems and Croats.
