I am somewhat puzzled about suggestions... that the (Uru- guay) Round should not end on December 15. It has to," he told a news conference after meeting with economic ministers from the six nations of ASEAN (Association of Asian Nations). "We had deadline after deadline in regard to these negotia- tions and all the issues are on the table. We now need the political will to bring them to a conclusion," he said. "The option of procrastination and temporising will be to kill the Round completely," he said. The failure of the United States and the European Community to agree an agricultural trading cast doubt in whether GATT (General Agreement on Tariffs and Trade) can be met. The Round has been held up by resistance from France, which has threatened to veto the so-called Blair House pact to limit subsidised farm exports. French Foreign Minister Alain Juppe has said he would prefer to finish the talks by mid-December, he does not believe the world faced a wave of protectionism if negotiators failed. But Sutherland said: "... You can forget about world growth in the coming period if the Uruguay Round fails. There would be "a situation where the law of the jungle will prevail. That often means not the survival of the most competi- tive but the use of the big stick by those who are able to wield it to the disadvantage of those who can't," he said. (Reuter). Minggu Paing, 10 Oktober 1993 Bali Post English Corner Japan Will Offer No Aid To Yeltsin The Bali Post And Another Thing ... Tokyo- Russian President Boris Yeltsin can expect to walk away from his trip to Tokyo starting on Monday with an agreement to improve relations but no promises of new economic aid, Japa- nese officials said this week. "Our basic policy has not cha- nged," said a senior government official. "We want to see progress on a bilateral territorial dispute before committing ourselves to large-scale economic assistance." A 48-year-old dispute over four north Pacific islands, seized by the Soviet Red Army at the end of World War Two, still blocks an improvement in relations. Yeltsin abruptly called off his first scheduled trip to Japan 13 months ago, citing Tokyo's un- compromising stance over the is lands. A second visit in May was also cancelled. While the territorial wrangle will dominate three rounds of talks between Yeltsin and Prime Minister Morihiro Hosokawa, Japanese officials expect little progress. "We are aiming for a broad start (on the islands) ... we realise this issue can't be resolved in two or three meetings," a senior fo- reign ministry official said on Friday. Aim Of Yeltsin's Visit The main aim of Yeltsin's visit, he told reporters, would be "to try to place our relations on the right track... now that Russia shares the same values as the West". Hosokawa told parliament he would raise the islands but ex- pected little progress. "It's not going to be easy to achieve results on the northern islands," he said. "This visit is more an opportunity to take Russo-Japanese relations to a new level." The ministry official said Japan hoped to name all four is- lands in the communique to be is- sued when Yeltsin's visit ends on Wednesday. Russia and other republics but has so far paid out only 10 per- cent of it. Moscow's Bloodshed Hosokawa, under pressure from outraged Japanese legisla- tors, will express his concern over the week's bloodshed in Moscow as troops loyal to Yeltsin crushed the rebellion by hardline parliamentarians. Halaman 9 Kuta's Special Charm THIS is not a happy story and one which better belongs in the Indonesian pages of this August paper. By assigning it to the Eng- lish Corner it is merely preaching to the already converted. It is a story so common you might think it odd I should write about it at all; but this time it is close to home. I have, perhaps, lost an old friend because of it. I may not see him again. My old friend-let's call him Christophe- came to see me from his home in France. It was his first time in Bali and he was lo- ving it. Against my advice he went to explore Kuta. I implored him not to go; it wasn't his scene. I told him I had never met anyone who had a good thing to say for it. But he was adamant. He found himself a happy little hotel; not too expensive, with a swimming pool and hard by the beach. It was just what he wan- ted. He had been working hard in France and needed a rest. What better than to stroll onto the beach and lazily soak in the sun and watch the surfers and the sun go down? It was as blissfully far away from the hurly-burly of his Parisian life as he could pos- sibly wish and probably get. With in two minutes of his tret- ching out on the sand a voice pe- netrated his oblivion. "Hello Mis- ter. Where you from? You want watch?" Very politely (he was not used to Bali) he said no thank- you, he already had a watch. Of course this did nothing to deter the interrupter of his sleep. It was ten minutes of haranguing and counter-haranguing before ved on to his next sucker. Peace at last? Heavens no! Two minutes at the most before the next one. This time it was mas- sage. No thank-you. No thank- you. No thank-you. Please go away.
