Bali Post/Reuter Kiichi Miyazawa Vows To Honour Trade Deal With U.S. JAPANESE Prime Minister Kiichi Miyazawa told President George Bush on Thursday he will fully honour a pledge to increase Japan's purchase of U.S. made goods and is assured that Washington wants friendly relations with Tokyo. "We will deliver all that we promised you," Miyazawa told Bush while posing for pictures at the start of their private talks in New York, where both leaders will attend a United Nations Security Council meeting on Friday. Bush replied, "I never doubted it" and thanked Miyazawa for his graciousness during their earlier Tokyo meeting when Bush became ill at a state dinner and vomited before collapsing to the floor. Because of statements by some Japanese politicians suggesting the goals might not be met, there was concern that Japan was changing its position. "At the end the president said, I just want to say that you hear a lot of derogatory talk about Japan in our country. Please know that while the United States stands firm for various positions on trade matters, that we want good, friendly relations with Japan," White House spokesman Marlin Fitzwater said. Trade and Development (UNCTAD) is driving to shape a new image as a forum for cooperation between North and South. And when UNCTAD holds its eighth summit meeting at Cartagena in Colombia next month, delegations from developing countries are expected to endorse the message that the era of economic and ideological confrontation is over. "The present world political and economic situation offers a conjun- cture of challenges and opportuni- ties... for renewing the cooperative endeavour to promote social well- being for all peoples," says UN- CTAD secretary-general Kenneth Dadzie. With the end of the Cold War and recognition in the so-called South that long-reviled market for- ces can be an effective motor for development, the Ghanaian Dad- zie argues, the way is clear for a new relationship with the North. Many Third World leaders, in- cluding Colombian President Car- los Gaviria Trujillo who will host UNCTAD VIII from February 6- 25, say the aim should be to take the 28-yeear-old organisation back to its roots in "cooperation for development." Created in 1964 as an organ of thee U.N. General Assembly, it was intended to provide a forum for discussion between developed and developing countries on com- modities, debt, shipping, technolo- gy and similar issues vital to the South. But early successes under Ar- gentine economis Raul Prebisch were submerged as many newly- emerging states, enthralled by the prospect of a short-cut to develop ment apparently offered by state socialism, opted for Soviet-style e- conomies. Western countries and Japan, a- larmed by the Third World's gro- wing political alignment with the Communist bloc, came to see UN- CTAD and its permanent secreta- riat as generally hostile to their li- beral democracies and marked- oriented economics. A paarallel process was under way in UNCTAD's U.N. sister or- ganisation UNESCO, where the trade body's promotion of the de- mand for a "new economic order" was matched by a campaign for a "new information order." Both bodies increased Western antagonism, and while the then ru- lers in Moscow happily chalked up what they saw as new victories in the world-wide ideological struggle the international influence of the two organisations was all but des- troyed. At UNCTAD VI in Belgrade in 1983, the United States and other major industrialised states refused to go along with the final political declaration and complained of pro- Marxist bias by the organisation. Gaviria, in an message to the 171 member states before the Cartage- na meeting, recognised the damage this period had done to UNCTAD and the cause of economic deve- lopment in the Third World. "Over the years, whether through lack of understanding or real commitment, or because of the atmosphere of confrontation into which our dialogue had fallen, the work of UNCTAD has been losing its relvvnneein economic negotiations," he said.
